The most significant advance that had happened in the Web in the last years is the active participation of users in the operation of information products and services, including the management and the cooperative and individual operation of contents in network. It is also remarkable the increasing participation in online collaborative spaces, as well as in formal and informal courses. This advance has radically increased the possibilities of exchange of information and learning. It is becoming true the promise that, some day, all of us will be web publishers. Nevertheless, connectivity remains as a global, national and local challenge.
